Profile of Mr. Chowna Mein

Chowna Mein is an Indian politician from Arunachal Pradesh. He belongs to the Bharatiya Janata Party. Previously, he was member of Indian National Congress. Currently, he is the Deputy-Chief Minister of Arunachal Pradesh.

Chowna Mein was born on 2nd December 1950 in Sunpura, Lohit District, Arunachal Pradesh in a Tai Khampti family from Late Chow Pook Mein. He was educated at prestigious Jawahar Lal Nehru College at Pasighat, Arunachal Pradesh and he qualified for Bachelor of Arts degree.

Currently, he is the Deputy-Chief Minister of Arunachal Pradesh from July 2016 under Pema Khandu. He began his political career as President BCC (I) from Namsai during 1985 and holds a track record of long time association with INC.In 1995, 1999 and 2004, he was elected from Lohit district's now Namsai District Lekang Assembly Constituency of Arunachal Pradesh.

He has extensively travelled in India and abroad on private and as well as on official tour. He attended CPA Conference at Wllington (New Zealand) during 1998, participated in the North East Region Investment Conference at New York (USA) during 2007,

He held high level meeting on investment opportunities with the Indo-Canada Chamber of Commerce in Toronto (Canada) during 2012 and also participated in the Multi Product Brand India Expo at Ottawa Convention Center, Ottawa(Canada) on 2012.

Chowna Mein is credited successfully with many major achievements holding the charge of minister in different departments of the State government in his long run political career. As education minister, he was instrumental in converting Arunachal University into full-fledged Central University as a result of continuous persuasion with the Government of India. As RWD minister, he implemented Core Networking of Roads and achieved maximum number of road completion. As Finance & Planning Minister, he was instrumental in introducing tea and rubber plantation scheme, launching a fixed deposit scheme VIDYA for girl students, releasing maximum amount of State Share under SSA, achieved 100% increase in State’s Revenue/SOR in the fiscal 2012-13 & 14 without imposing any additional tax burden on the people, 100% reimbursement of Examination Fees of students of Class X and Class XII, institution of Arunachal Pradesh Krishi Karman Award, promotion of Apiculture in Arunachal Pradesh, master plans for major towns, Public Private Partnership Policy for Arunachal Pradesh, Promotion of Research works and Treasury computerisation & GPF information besides his many other works.

Chowna Mein belongs to traditional Buddhist family in the land of great Buddhist influence. It is Chowna Mein’s ambition not only to spread the message of Buddha Dhamma Sangha but also to uphold the basic characteristics of Theravada Buddhism in this part of Northeast region particularly the Theravada Buddhist followers of Assam and Arunachal Pradesh. As he notion that that the global view of the Buddhist and Buddhism has much wider aspects to explore, such as little do people know of the living tradition of Theravada Buddhist followers in Northeast. Thus, for him to promote the living religion of the Tai community in this part of region and making the Golden Pagoda (Kongmu Kham) the symbolical reality today-sense that it would mark a difference in the world view and approach.

Besides upholding the religious aspects, Chowna Mein has been wholeheartedly promoting the Tai Khampti tradition and indigenous practise of the community that distinct the tribe from rest of Arunachal Pradesh noted tribes. The intervening areas for development and preservation are targeted in practise of popularizing the Tai Khampti locale script and literature, art and culture, promotion through folk music, folk theatre, folk dance and fine arts.

For extensively, a decade, Chowna Mein has been the foremost patron in publication of literature, art works and social initiatives in community welfare.

On October 31st, 2016, Chowna Mein had a Royal Audience of HE Princess Maha Chakri Sirindhon at Bankok, Thailand where he presented the Tai Khampti Tipitaka to the princess.

For the welfare of downtrodden aged people of the district, he also inaugurated the Old Aged Home in the Golden Pagoda Complex where the welfare and treatment of the senior people would be taken care of.

He is also a founder member of the Tai Khampti Heritage & Literary Society (TKHLS), Chongkham, Namsai District.
